The Protect Duty consultation: Making the public safer at publicly accessible locations

Join us for an exclusive opportunity to hear from a Home Office Policy Advisor regarding the launch of the Protect Duty consultation. A webinar delivered by the Security Institute's Counter Terrorism Special Interest Group (CT SIG)

In February 2020, the Security Minister and the Prime Minister announced the Government's intention to legislate to improve security at public places.  The consultation process has been anticipated for 12 months and is finally being launched this month.

Kevin McNulty is part of the Home Office’s Publicly Accessible Locations Team which leads on oversight of the Government’s approach to improving security at publicly accessible locations.  He is a career civil servant and has spent the last 20 years specialising in the development and delivery of Government policy.

The proposed ‘Protect Duty’ would seek to improve protective security and organisational preparedness at a wide range of publicly accessible locations. There is already significant work across Government to provide advice and guidance to those responsible for publicly accessible locations. Whilst much good work is done to improve security and preparedness measures, this is undertaken on a voluntary basis by owners and operators. Legislation would provide for a certainty of responsibility, and a greater consistency of measures and effect. Government is seeking to engage a broad range of stakeholders and encourage responses to the consultation questions. This will help ensure that difficult issues can be identified, discussed and resolved in advance of any potential legislation.
